12/22/2020 By ETHAN SHOREY, and JACQUELYN MOOREHEAD NORTH PROVIDENCE – Smithfield officials are in talks with leaders in North Providence about merging animal control services at a planned new shelter on Smithfield Road in North Providence. Smithfield previously chose to join Lincoln, but that partnership appears to be souring, with dissatisfaction expressed over how it’s going. “It’s almost like we’re running two facilities at the same time,” Smithfield Town Manager Randy Rossi said for a story last week. Rossi said expansion plans in Lincoln have been delayed and there is often not enough room to quarantine animals at the Lincoln shelter, which Lincoln also shares with Cumberland.
