A WINCHESTER man has been fined after he was caught with a small amount of cannabis. Harry Broadbent was found with five grams of the class B drug in the Chesil Street Multi-Storey car park on February 17, Basingstoke Magistrates Court was told. Broadbent, of Staple Gardens, admitted the charge. District Judge Tim Pattinson fined him £40 with a £34 victim surcharge.
