Four people were arrested after Suffolk police pulled over a vehicle identified in a triple shooting outside the High Tide restaurant on Commerce Street.
Analwah Jones, 18, turned herself in to the Portsmouth Sheriff's Office. A 16-year-old and 17-year-old were already facing charges connected to the Dec. 21 murder.
The teen is the second to be charged in connection with the homicide, which occurred on Dec. 21 in the 100 block of Sykes Avenue about a half mile south of Portsmouth City Park.
