In Committee from the Senate of Canada: Global Affairs Officials on Chemical Weapons Convention Bill

Foreign Affairs – December 14, 2020: Officials from Global Affairs Canada provide background information for the committee’s study on Bill S-2, an act to amend the Chemical Weapons Convention Implementation Act. The Chemical Weapons Convention (CWC) is an international arms treaty that prohibits states from developing, acquiring, stockpiling, and using chemical weapons. Canada signed onto the treaty in 1993, where it later came into force in 1997. In response to the 2018 chemical attack on Sergei and Yulia Skripal in Salisbury, U.K., the CWC added 4 new categories of toxic chemicals to their ban. Speaking to the committee are Global Affairs Canada’s Dan Costello, Sébastien Carrière, Alison Grant, Andrew Halliday, and Brendan Murphy, as well as Dr. Heather Durham, chair of the Biological and Chemical Defence Review Committee.
