Photo courtesy of Chelsea Filer. Chelsea Filer grew up in San Diego, the daughter of a single mother who worked late nights at an advertising agency. Filer was diagnosed with attention deficit hyperactivity disorder as a child, and without much supervision as a teenager, she stopped doing her homework and started hanging out with her older boyfriend. She often fought with her mother, who Filer says didn’t have the time to help her get back on track.

Bill would end restraint and isolation of of students

By Peter Hancock Capitol News Illinois SPRINGFIELD A House committee agreed Wednesday to continue working on a bill that aims to end the use of physical restraints and isolation as a way of controlling misbehaving students in public school classrooms. House Bill 219, sponsored by Rep. Jonathan Carroll, D-Northbrook, was introduced in response to a 2019 article by Pro Publica Illinois and the Chicago Tribune that documented the extent to which those practices are used in Illinois schools and the harmful effects they have on children. Carroll said he was subjected to isolation and restraint when he was a child and that he still lives with the memory of those events.
