The ability for fraud to creep into Government Programs financed by taxes is much tighter than private enterprises because shareholders have their own money that they invest. There are a certain amount of problems. For instance, medicare, probably in the order of 60 billion per year in a wasteful and fraudulent payments. This is a huge number. It is in part because medicare programs paying a billion claims a year for medical services. The ability to track the claims and figure out which ones are right and wrong is limited at the federal level.
