Parliament to summon former EACC boss

Waqo had been scheduled to appear before the Public Investments Committee (PIC) yesterday to shed light on claims that he was a guarantor to a furniture supplies company that had won a Sh347 million tender to supply the Kenya Medical Supplies Authority (Kemsa) with PPE. This is the second time he is calling the clerk to say he will not come. He needs to write a formal letter. If things go on like this, we will be forced to summon him,” said PIC chair Abdulswamad Nassir.

The firm, registered on February 14, 2020, was awarded contracts worth Sh1,030,000,000 in May 2020 to supply 100,000 pieces of personal protective equipment (PPE) and 100,000 KN95 masks. The firm also supplied PPE to Bennets Ventures, Edumart Enterprises and Trade Shop, which in turn supplied to Kemsa at a profit. In a previous session, the committee was told by the suspended Kemsa procurement director Charles Juma how they were under pressure from the suspended chief officer Jonah Manjari to draft a commitment letter to the firm amid reports that the document was backdated. COVID-19 Millionaires: Ex-EACC Boss Halakhe Waqo Adversely Mentioned in KEMSA Scandal The National Assembly’s Public Investment Committee (PIC) has summoned former Ethics and Anti-Corruption Commission (EACC) chief executive Halakhe Waqo after he was adversely mentioned in the multimillion-shilling graft scandal at Kenya Medical Supplies Authority(KEMSA). The committee wants Waqo to explain his links with a company that won a Sh347 million State contract to supply 50,000 boxes of face masks despite the company’s limited financial capacity and lack of experience in medical supply. The former anti-graft czar allegedly helped Aszure Commercial Services Limited secure a Sh347 million loan from First Community Bank (FCB) to supply KN95 masks to Kemsa.
