The new draft would make fewer projects eligible and often require companies to invest more than the program it seeks to replace, known as Chapter 313.
The Texas House advanced House Bill 5, which would allow large businesses to pay reduced school property taxes. The bill is meant to replace Chapter 313, which expired in December.
The old program, Chapter 313, gave manufacturing and energy companies steep initial discounts on their school property taxes in order to lure them to Texas.
