My presentation today involved three historical property contracts that were submitted to the Planning Department on may 1, 2015. On october 7, 2015, the Historic Preservation commission napsly recommended approval. Mill sac legislation authorizes local government to enter into projects with the government. Who can then allocate the saving towards a restoration plan. Every local landmark in San Francisco as well as those listed in the National Register of Historic Places is eligible to apply for the mills act. The department holds 19 active mills act contract. I think we are seeing deterioration in lending standards. We are attentive to risks that can develop that banks or others may be taking on Interest Rate risk. If Interest Rates, when Interest Rates ultimately begin to rise, that if firms or individuals have taken risks and arent adequately prepared to deal with them, that can cause distress. Among the institutions that we supervise we are certainly looking at management of Interest Rate risk. We are using stress testing in this latest round. I know many of my colleagues have been eager and have offered fixes to the law but willing republican partners, we havent made enough progress. Mr. President , as ive spent time in my home state of delaware in recent months listening to families and other folks whove been affected by the law for better or for worse, its become clear to me that this stalemate is unsustainable. On many days ive met delawareans who love the Affordable Care act whose lyes haveliveshave literally been saved by it. But inbetween those encounters, ive also met many Small Business owners in particular who want to offer Health Insurance to their workers and are struggling to afford it. Of the department. Cybersecurity is a complex mission for the department and requires a wide range of talent at all levels. Given the urgent nature of d. H. S. s recoupment recruitment efforts, its essential that department have this strategy in place. Secondly, the bill requires the Department Access the readiness and capabilities of its work force to meet its cybersecurity mission. Lastly, the urgent need to fill Critical National Security Missions often leads to an overreliance on contractors. To encourage students to come to work for the government is a vital in this vital arena, this legislation also directs d. H. S. To develop a plan to create a Cybersecurity Fellowship Program. Under such a program, d. H. S. Would pay Promising Students tuition in exchange for a commitment to serve for a fixed period of time at the department in a cybersecurity position.
