LOWELL About a dozen Billerica residents sat in the courtroom gallery in Middlesex Superior Court Monday afternoon in the first hearing for a lawsuit against the Billerica Select Board in response to the board’s decision to reject a petition to put the controversial town center rehabilitation project to a townwide vote.
