Can you talk about sharing with countries of the region to reduce tension can you give what the incentive would be and theater what do you think would be the new approach or the balance look like in the new year and obviously there is a criticism about too much emphasis, and the book you wrote about is very optimistic about the rebalancing strategy received, that after your competing organizations, 37 if i remember correctly, said it is up so very different. And to look to them to be concluded as somewhat expected especially in the congress. What is your thoughts . I think it is fair to say that in retrospect in the early years of the rebalancing policy, it was significantly over sold by some of the proponents that advocated it.
