REYKJAVIK. Iceland – The Biden administration is leading a campaign against Russian attempts to assert authority over Arctic shipping and reintroduce a military dimension to discussions over international activity in the area.
As Russia assumed the rotating chairmanship of the Arctic Council on Thursday, the U.S. rallied other members to oppose Moscow s plans to set maritime rules in the Northern Sea Route, which runs from Norway to Alaska, and its desire to resume high-level military talks within the eight-nation bloc. Those talks were suspended in 2014 over Russia s actions in Ukraine.
The effort reflects growing concerns in Washington and among some NATO allies about a surge in Russian military and commercial activity in the region that is rapidly opening up due to the effects of climate change.

Spain has deployed troops after record numbers of migrants entered its enclave of Ceuta from neighbouring Morocco.
At least 6,000 people reached Ceuta in a single day, Spanish officials say.
They say the migrants – who include about 1,500 minors – either swam around the border fences that jut out into the sea or walked across at low tide.
Spain’s Prime Minister, Pedro Sánchez has vowed to restore order. Spain says it has already sent some 2,700 migrants back – but not the minors.
Most of the migrants are said to be from Morocco.

Madrid, May 19 : Spain has deployed soldiers after scores of migrants entered its north African enclave of Ceuta from Morocco.
Some 8,000 people have reached Ceuta in two days, Spanish officials said.
They said the migrants - who include about 1,500 minors - either swam around the border fences that jut out into the sea or walked across at low tide, the BBC reported.
Spain s Prime Minister Pedro Sanchez has vowed to restore order. The country claimed that around half of the migrants have been sent back to Morocco.

By Tuesday evening, footage of the beach showed that nearly all migrants had been cleared.
