Allegheny County Police have arrested a West Mifflin man in connection with a burglary and subsequent fire at a Cerasi Drive apartment building on Tuesday. County detectives charged Kristopher Friedman, 24, of West Mifflin with burglary, receiving stolen property, arson endangering property and four counts of arson endangering persons. Emergency
