Former education minister Mailis Reps says the Reform/Center coalition which broke up in early June would have remained intact had she been in the cabinet, daily Postimees reports, adding that it was her party, Center, which had been dragging its heels.
Estonia's main foreign policy goal is to support Ukraine and to contribute to Russia's defeat, newly appointed Minister of Foreign Affairs Urmas Reinsalu (Isamaa) said on Tuesday.
Six of the proposed 15 ministers in Estonia's next coalition have never held ministerial office before, four from the Social Democrats and two from Isamaa's.
The new coalition due to take office on Monday means that one Riigikogu seat will be vacated which could be taken up by a dissident former Isamaa member.
Reform, Isamaa and the Social Democratic Party (SDE) met on Wednesday morning to try and find common ground for potential future coalition negotiations.
