Come to order and without objection the chair is authorized to declare a recess at the subcommittee at any time and we welcome everyone to this afternoon hearing on detention at facilities and i would not recognize myself for an opening statements. In five weeks time the dhs Inspector General has released two management alerts detailing dangerous conditions at u. S. Customs and Border Protection facilities in texas. According to the ig some of these facilities conditions are so bad that they require immediate attention and action. The first alert focused on the detention of single adults and detailed quote, the dangerous holding conditions at the El Paso Processing Center but unfortunately this report was not a surprise to me and my colleagues and along with vice chair and chairman after i visited the same facility just a few months ago. The first alert focused on the detention of single adults and detailed quote, the dangerous holding conditions at the El Paso Processing Center but unfortunately this report was not a surprise to me and my colleagues and along with vice chair and chairman after i visited the same facility just a few months ago. Even then the conditions we observed were on acceptable and women, children and families were either outside waiting to and the facility jump into overcrowded shells and hallways. Prior to our visit we understood hundreds of families have been housed aside for days behind the Border Patrol facility and we expected to meet with them but to our surprise the tent was empty and
Already stated. Modified hours will not alleviate the adjacent home owners concerns about allday ambient noise, yet they will restrict Public Access to the park during required offpeak hours as determined by rec and parks own survey. This compromise, while understanding a way to resolve the issue, its a loselose proposition, benefits neither side, and has no evidentiary basis. Point number three, if the commissioners push forward, despite the concerns, i would suggest nothing less than 6 30 a. M. To 9 30 p. M. Operating hours is reasonable. When i commute to work in menlo wash, i have to catch my bus at 7 00 a. M. I return home no earlier than 7 00 p. M. I have to feed my family dinner, especially during summer when its light, we deserve access to this beautiful space. In any future meetings, i hope, regarding this topic, i would request the home owners provide their disclosure packages to prove they did not knowingly move to this situation. And i would like an objective neutral party

That including people who have either been offered a job and accepted and we have at least tentative start work date for people who have already started work. These are positions that have been onboarded from december 2022 to the present. Those 84 positions have started or will start work scheduled in january or february. We are pleased with that progress that we are seeing some movement in getting selections made and staff on boarded. As you can see from that middle column we have a large amount of work to do over the next 60 days to make those selections and get people onboarded in the system. I will pause and turn this over to dr. Cummings to answer specifically your questions a
