welcome back, everybody. just received the surveillance video of the shooting death of cedric chapman. chapman, as you may recall, was shot and killed by a chicago police officer. the judge ordered the release of the video. it comes one day after the city dropped its opposition to making the video public. they said they thought that chapman had a gun and the officer was in fear of his life. the family said he wasn t armed and the individual will show that. they explained what people will come away with when you see it for themselves. what you ll come away with, you ll see a young kid running away from the police in broad daylight and he is shot and killed. the independent police review authority found the officer was
doesn t leave you with that actual key moment, kate, on video. as john mentioned we are processing the third camera ang angle. the judge, why did he say that he thought it might be irresponsible to release the video, but then he went ahead and let it out. look, there is a fair debate over this in general which is when you have ongoing criminal inquiry, this individual, mr. chapman, deceased, but there are cases i already mentioned plus criminal case against two other people accused of a carjacking that occurred before this incident, there s always the question of what do you put out and does it taint the jury pool and put out incriminating information. and what critics have argued is sure, that s an issue. but if police are putting out all this information about defendants who are citizens, then there shouldn t always be a double standard that something that might, might inkrim nat officers doesn t come out. indeed, and i d be interested in
what we believe to be the decedent would be the formal term, the young man, 17-year-old cedric chapman who was shot and killed that day although we cannot necessarily see the shooter. this is brand-new video. we just reviewed in our newsroom that shows those final moments. shot there by police in the daylight pursuant to what they say was a, a carjacking and b, they believed he posed a deadly threat based on their mistaken view that he was holding a firea firearm. i want to walk us through what we re looking at, what it s new and significant. for those of us watching and saying, huh, not sure that that clarifies anything, that may be, but this is something that the chicago city and police had fought for two years now to avoid releasing. now we finally have it. what we see in regard to the shooting itself is somewhat inconclusive at least from this camera angle. an this involves officer
issue. and that needs to change. reporter: just a few blocks away, in federal court, city attorneys argued against the release of another police shooting video. this time of cedric chapman, an unarmed black teen and carjacking suspect who was shot and killed by police in early 2013. the city s argument in court? the release could taint a jury pool, and among other things, be misused by the media. but the chapman family attorney points to the recent release of the laquan mcdonald and ronald johnson videos and calls on the mayor to make the chapman video public. if they want to come out and really lead the charge that he wants change, here s the opportunity. reporter: in court, the judge said there is a lot of interest in this, and for good reason. but decided not to release the video for you, pending a review of the law by both sides. in a statement, the city s law
