Frances Walker, 69, was found dead after neighbors reported her missing from her home in Chicago. She would rent out rooms in her white-frame home to female tenants.
Police say they searched the building and were told a tenant allegedly hired a tow truck driver to bring a large bag to Foster Beach, where bloody rags were found in a garbage can Monday night. The tenant is in custody.
