A Clewiston, Fla., school principal is seen on video striking a 6-year-old girl with a wooden paddle in an incident that the child s mother says happened without her consent, CBS Miami reported on Monday.
Central Elementary School Principal Melissa Carter is seen in the video using a paddle to spank the student while the school clerk, Cecilia Self, holds the girl s hands down.
After the beating, Carter starts to berate the student in front of her mother, saying, If your mom wants to come up to the school and spank you, and we can watch, that’s going to happen.

UPDATED 5/7, 9:34 p.m. ET: Florida officials have declined to pursue criminal charges against Melissa Carter, the elementary school principal who was recorded paddling a 6-year-old student as punishment.
Deputy Chief Assistant State Attorney Abraham R. Thornburg announced the decision Friday, saying authorities reviewed the evidence and determined Carter’s actions did “not meet the elements of any criminal offense in the State of Florida.”
“A parent has a right to use corporal punishment to discipline their children, and similarly has the right to consent that others do so on their behalf .” Thornburg said in a statement. “The law in Florida is clear that spanking a child does not amount to child abuse. In fact, incidents of corporal punishment have resulted in significantly greater injury to a child than this incident have been repeatedly upheld by courts as legitimate punishment and not child abuse.”

A Florida principal in Clewiston is being investigated for paddling a 6-year-old girl in front of the child s mother.
According to reports, police are investigating Central Elementary School Principal Melissa Carter and the school s clerk, Cecilia Self, for the paddling incident that happened on April 13.
The girl s mother received a call from the school saying her daughter damaged a computer and the fee would be $50. Paddling was mentioned but she was told a deputy would be present.
The woman says that due to a language barrier, she didn t understand the process, but recorded the paddling with her cellphone, which was in her purse.
