Habitual Criminal Who Stabbed Man at Stripes Pleas Guilty   SAN ANGELO, TX – A San Angelo habitual criminal took a plea deal on Monday that will send him to prison until he nearly 60 years old. According to court documents, on Apr. 12, Manuel Penner, 32, was took a plea deal that sentenced him to 25 years in prison for stabbing a man at the Stripes on 19th and Armstrong st. in Oct. 2019. San Angelo LIVE! reporters were on scene at the original incident. Here is a video from the scene. On Oct. 3, 2019 officers with the San Angelo Police Department located a Hispanic male suffering from an apparent stab wound at the Stripes on 19th and Armstrong. Officers deployed a Department issued C-A-T Tourniquet to control the victim’s bleeding until San Angelo Fire Department Medics arrived.
