For the first time the chief of police spoke about jacob blake, saying he cannot talk about the incident. Deference. An agency enjoys, when it interprets its own organic statute, for example, how much deference epa enjoys when it the Clean Air Act at the state levels. That same level of deference has under serious and sustained attack for a long time and and and successful attack and in a lot of states agencies simply do not enjoy deference when they interpret their own organic statutes.
