“As climate policy, this is an appetizer,” Senator Brian Schatz, Democrat of Hawaii, said of the package unveiled on Wednesday. “It’s not the main course.”
Mr. Schatz, who has pushed Mr. Biden to follow through on his ambitious climate pledges, called the climate provisions in the measure “fine” and noted that both Republicans and Democrats now agree on the need to protect parts of the country from the ravages of climate-fueled droughts, storms and floods. But he cautioned: “If all we do is nibble around the edges and do some resilience programs, we’re not solving climate change. We’re just responding to the fact that we’re not solving climate change.”

Volkswagen said Monday that it was giving up control of Bugatti, the storied automaker whose absurdly expensive hypercars are worshiped by aficionados but seemed incongruous at a company better known for economical Golfs and Passats.
Bugatti, whose Chiron model starts at close to $3 million, will become part of a joint venture between Volkswagen’s Porsche unit and Rimac, a young Croatian company that has made a name for itself doing design and engineering projects for large carmakers.
