A growing number of restaurants nationwide are opening for indoor dining in defiance of strict COVID-19 regulations in their states, saying they are targeted unfairly and are barely getting by.
The states with the strictest dining rules, including Pennsylvania, are led by Democratic governors and the protests have consequently attracted the support of right-wing groups.
