With most coastal towns defined as hotspots, only two districts with beaches remain open to the public. The Umkhanyakude District Municipality in KwaZulu-Natal and Namakwa District Municipality in the Northern Cape, neighbours to Mozambique and Namibia respectively, have escaped hotspot restrictions.
