a cap act, the only bill that i know of that has bipartisan, bicameral support that s been offered and the cut, cap and balance act that we ll be voting on hopefully tomorrow is something that takes many of the components that i ve been advocating for a long time, putting a fiscal straitjacket in place for congress. it takes that and takes it a step further. so obviously i will be at the press conference a little later today. we ll talk about it on the senate side. hopefully it is something that can be supported. i think what the american people are watching is the fact that congress has devolved to a point where unless there s a crisis, unless there is some kind of mechanism that forces us to do something, we will not act. and i think that s a shame. i don t think that s what the american people want to see here in washington. jenna: senator, according to a latest fox news poll , americans do not have a whole lot of confidence in the government. we can only speculate as to why but
