A grand jury has charged that, between September of last year and Feb. 29 of this year, Christopher B. Watts, 72, "did knowingly engage in a scheme to defraud and obtain money or property by means of materially false or fraudulent pretenses, representations and promises," according to an indictment filed with the United States District Court of Colorado March 21.
