The pair were first elected in November 2018 as part of the Safe Surrey slate, which gained political steam during a time when rising gang conflict was at the forefront of civic concern.
“We aimed to push the city to review the RCMP contract,” Locke said. “We wanted to see more enforcement on gangs in Surrey. Young people were being shot in the streets.”
