SACRAMENTO, Calif. (AP) California Gov. Gavin Newsom proposed a “total transformation” of public schools in America’s largest state Wednesday by offering pre-kindergarten to all 4-year-olds, opening up college savings accounts for low-income students and offering universal after-school care in disadvantaged communities.
