The problem with agencies is always resources. In a Perfect World we would double or triple the budgets we give for these purposes. And i dont think that is likely to happen with either of those two agencies, particularly within the new administration what have we had a period like this before where technology or industry of some type that of some type that we had of law . Guest sure. The rise of antitrust law was a direct result of the robber barons and the railroads. And antitrust law got anything to begin with the regulation of the airlines. 40 years ago, in the wake of watergate, the United States senate created a special committee to look into the activities of United States intelligence services. It was the Senate Select committee for governmental operations it quickly took on the nickname of its chairman, frank church and it was best known to history as the Church Committee. The committee met for 16 months. It reviewed more than 10,000 documents and called 800 witnesses before the committee and its staff. Its legacy includes the creation creation of the Foreign Intelligence Surveillance Act of 1978 which we know as fisa. I think it was intentionally a site that drew references to earlier very responsible investigations because one of the challenges that the Church Committee had to overcome was the criticism that investigating the National Intelligence community in the public and exposing to the public some of the activities of the Intelligence Community which by the very nature classified or secret will be exposing the Intelligence Community and there by weakening it.
