But two other children, this babys siblings under 5 years old being cared for in a separate apartment. Now were told lots of neighbors were concerned about the welfare of this 1yearold child who initially was in cardiac arrest today when fire crews and emergency crews came here to the scene a short time ago. Neighbors were so concerned that at one point Someone Called Child Protective Services on this mother out of deep concern for the welfare of her children.
