what could be done to prevent these types of incidents in the future? one, call a comprehensive review of the navy to see if training procedures and watch standings are being operated properly. two, do an operational pause. listen to sailors. what are the stressors in their lives? are they getting enough sleep? are their leaders well qualified? do they have the materials that they need? lastly, i think congress needs to stand up here and quit the budget uncertainty the services are under. they have all said for four years that that uncertainty is causing them to make tradeoffs in readiness issues that they don t want to have to make and they shouldn t make. the u.s. has carried the burden of a war for two decades.
