that every bill brought to a vote in the congress must cite its constitutional authority. the house republicans are bringing about a constitutional crisis on top of the funding crisis. this is our friend, a bill. for a bill to become law, it needs to pass the house and the senate before it goes to the president. the house has no magic wand to do this all on its own. perhaps at the start of the next congress, we should show the school house rock video, i m just a bill, as a refresh you are on how a bill really becomes law. it appears reading the constitution on the floor hasn t stuck so well. the rules are not a big thing for them to follow, because this is why it s hard, it s a big book. so i brought you this. house mouse, senate mouse, which is sold in the gift shop to teach children how to understand the constitution and permit me to read. it s the floor of each chamber of the senate and house where each senator and each congress
kathy says senator paul did not vote on it. that is an absolute outright lie. unanimous consent votes are, in fact, the most common vote cast in the united states senate. the hotline procedure has been enforced for decades, and strictly observed. every senator is told about every bill or resolution that is being brought up for unanimous consent. every one of them. every legislative director for every senator, all hundred of those legislative directors who work for each senator are e-mailed directly, and called directly, by their side of the aisle, by their leader on their side of the aisle about unanimous consent votes. they can take as long as they want to make up their minds. but if you re rand paul and opposed to any military intervention anywhere in the
tell me why you held up your oath of original intent to the constitution by voting for this lie and this unconstitutional bill. well, you and i both know this bill will not become law. right. it cannot. but it says it will. well, i know. but that s not the point. the point is we in the house of representatives are trying to cut the spending. i know you re trying to cut spending and you re going to vote something else, cut spending at some point in time, there will be a real bill. i got to tell you, it is really funny to watch you guys talk about your original intent constitutional interpretations and do something like this. it is the craziest thing the house of representatives has ever voted on. no, you re missing the point. i have to go. go ahead, two seconds. we have to stop this
you take it out. i asked some of the senate leadership staff why they wouldn t have taken it out, we both stared at the text of the bill today and realized if you take it out, then there is no bill left because the bill is supposed to be the government shut down prevention act, and there s nothing in the bill to prevent the government shut down anyway. but then if you take this out, there isn t even the sentence that pretends to prevent the shut down. it doesn t prevent very much. it was a little bit of messaging. that is the secondary point here, which is they tried to pass a bill suggesting the senate was dodd he willing, doing conference calls, instead of fixing this problem. instead, they showed they were doddling, releasing bills that wouldn t go anywhere instead of working on the problem. i would say the jockeying between eric cantor and john boehner makes the speaker look good. he is negotiating out a bill, showing he will give a little,
there were a lot of good bills that died in the senate. 300 laws. great. joining me now, a republican that voted yes on this, the most absurd bill to come before the congress, paul broun that represents the 10th district of georgia. thanks for joining us tonight, congressman. thanks for having me tonight, lawrence. glad to be here with you. congressman, how embarrassed are you to have voted for a bill that says it can enact a law by only being voted on by the house of representatives? that has to be your most embarrassing day since you took your oath of office? lawrence, i am not embarrassed at all. i am original intent constitutionalist. i believe in it the way our founding fathers be. we should be only doing the things that we are given authority to do. but the leadership in the u.s. senate is going to shut the government down, and they ve been planning i believe on doing so since back last year during
