the actual so-called budget repair bill with this union provision of it severed from it. what does the senate need to do on that part of the bill and do they still need a quorum for that that would include democrats? yes, they clearly would need to have senate democrats present, because the requirement is you have to have three-fifths of those elected present to take that vote. well, representative barca, does that indicate to you then that senate democrats may continue to stay out of the state? no. i think, lawrence, that they are so outraged at this action that based on senator miller s comment and i talked to him briefly this evening, i think they now are going to come back to help to join us in leading this fight against this illegal, improper and unethical effort
$3.6 billion. and what we propose in this budget repair bill four weeks ago tomorrow was an effort to not only get under control fiscal year 11, which ends at the end of june this year, but to prepare to get our budget under control for the next two years starring july 1st. to put in place reforms ultimately that you saw in the bill that was passed the measure that was passed last night in the state senate and will shortly be debated and voted on in the state assembly, a measure that s really about reform. it s about giving local and state governments the reform they need to make government work better, to make government work for the people of this state and in each of our communities. along with that, it also gives the tools not only to improve government for the people of the state, particularly the middle-class taxpayers of the state, but it ultimately allows us the tools at both the state and local level to balance our budgets and balance them not just now but into the future.
tomorrow they re second-class citizens, thanks to the republicans who took that terrible vote tonight. ed, when the governor initially introduced this budget repair bill, he described these changes to our collective bargaining law as a modest change. a small amendment to wisconsin law. one reason we left the state was because we knew very differently. and i think that s been demonstrated abundantly across the state over the last couple of weeks. and i think when the governor talks now about our state budget bill and starts describing programs as merely slight reductions in spending, something people can easily absorb, we need to be very, very skeptical. what we hear out of this governor, i think his credibility has been severely damaged by the way that he s described this action, that the senate took tonight.
hello, everyone. i m alex witt with breaking news. there are reports that senate republicans are about to try to ram through a ram on collective bargaining by splitting it off from a larger budget repair bill. fiscal issues require a quorum before they can be voted on in wisconsin and that s why 14 democrat senators fled the state to keep that vote from happening. there are reports that two of them may be on the way back right now, but republicans now say a collective bargaining ban is not a fiscal issue, meaning they could vote on it without the missing democrats. the dems argued all along the collective bargaining ban had nothing to do with balancing the budget. but if it is passed it will have to go to the lower house for approval. now back to hardball only here on msnbc. why are we doing all this
