“Our inability to come to an agreement with Panama City for the $500,000 contribution we sought was a factor in our decision. We are assessing our options and may resume the project in the future,” Murphy wrote in the March 3 email. He also noted the property, which is currently owned by Omnius Healthcare Inv Veh Xxi, and development package is being marketed to third parties.
In a phone conversation with The News Herald on Thursday, Murphy declined to comment further. The city provided a statement via email.
Officials said the $500,000 Murphy alluded to was the Large-Scale Commercial Improvement Grant of which the project qualified. Essentially, after the developer completed the project, he would be reimbursed that amount.
