Garden Grove men charged with opening business to defraud California Employment Development Department

Orange County District Attorney Todd Spitzer was joined by Assemblywoman Cottie Petrie-Norris at a press conference this morning to announce the prosecution of two business owners who opened up a Garden Grove storefront with the sole purpose of filing false unemployment claims with the state of California for people who did not qualify in order to steal taxpayer dollars intended to help those out of work due to the COVID-19 pandemic. Nearly $500,000 in cash and bank accounts was recovered during the District Attorney’s investigation in conjunction with the fraudulent activity being carried out by that business. District Attorney Spitzer also announced the prosecution of eight more people, including six state prisoners, involved in two other unemployment schemes to also defraud California taxpayers of tens of thousands of dollars. By City News Service Jan 25, 2021 SANTA ANA (CNS) - Orange County prosecutors today will detail a raft of charges against defendants accused of ripping off the state s unemployment program during the COVID-19 pandemic. District Attorney Todd Spitzer will be joined by Assemblywoman Cottie Petrie-Norris, D-Laguna Beach, who will be leading hearings on the issue this week. Last week, three felons, including a convicted murderer, were charged with a scheme to illegally obtain unemployment benefits during the pandemic. Rosalva Bahena, 35, Bruno Galindo, 49, and Guillermo Rodriguez, 53, were charged in connection with the alleged conspiracy, according to the criminal complaint. Bahena is charged with three counts each of perjury and false statement or representation or concealment, money laundering, and a count of conspiracy to defraud another of property, all felonies.

Convicted Felons Charged with Unemployment Benefit Fraud  A trio of Southern California felons including a convicted murderer were charged with allegedly swindling the state for unemployment benefits during the CCP virus pandemic. Rosalva Bahena, from Fullerton, was among those charged for allegedly conspiring to defraud the Economic Development Department (EDD). She had previously served three years in prison after pleading guilty in 2017 to carjacking. A plea bargain deal led to the dismissal of charges for kidnapping, car theft, and buying or receiving a stolen vehicle. She was most recently arrested on Jan. 4 and charged with three counts each of perjury and false statement or representation or concealment and money laundering, as well as a count of conspiracy to defraud another of property, all felonies. She is being held in an Orange County jail without bail.
