Declaring victory. San jose mayors race may be up in the air, but in oakland one thing is decided and that is mayor jean quan will not get a second term. Libby schaaf declared victory in her race for mayor. Schaaf did not win enough first place votes to avoid the rank choice instant runoff, but holds a insurmountable lead against mayor quan. It can take time, because with rank choice, the ballots have to be processed and calculated using a special formula and sometimes the person with the most firstchoice votes doesnt necessarily win.
