SEABROOK A federal civil rights lawsuit was filed last week against the town and two of its police officers alleging improper use of force.
According to court documents, the suit filed in New Hampshire U.S. District Court is brought by Brian (Felch) Rios against the town, former Seabrook officer Joseph Lister, III, and one other officer referred to as “John Doe.” The suit claims the defendants violated Rios’ Fourth and Fourteenth Amendment rights under the U.S. Constitution.
According to Rios’s attorney, Lawrence A. Vogelman, excessive use of force is implied in this suit through the alleged violations of Rios’s Fourth and Fourteenth Amendment rights.
