Roanoke County s School Board has new restrictions for who s allowed to address the board at public meetings. Among other changes, speakers must be county residents, county students, parents of students, or school system employees. Would-be speakers must sign up at least 10 hours before a meeting begins; answer all 10 questions on an online form; and, bring photo ID displaying their home address to the meeting 30 minutes before it begins.
