More than a week after Louisville Metro Police mistakenly cleared out a downtown homeless camp, Chief Erika Shields told a Metro Council committee the error happened because of a lack of relevant policies.   Community leaders and homeless advocates are still reeling after seven people were displaced when LMPD officers and city garbage crews cleared a homeless camp at Market and Hancock streets on Feb. 19. Members of Louisville Metro Council s Government Oversight and Audit Committee met with Shields and other leaders Tuesday evening to get to the bottom of what happened. Shields, who was named chief in January, said the camp had been scheduled to be cleaned but the cleaning was canceled due to inclement weather. Officers later rescheduled with Public Works, she said.
