Ingram Mayor Kathy Rider said Monday that another councilmember may be planning to resign.Â
John St. Clair, part of the faction that included Brandon Rowan and Shirley Trees, both of whom resigned from the council, may soon step down, Rider hinted at Monday s meeting of the Kerr County Commissioners Court. My understanding is weâre fixing to have another council person resign, Rider said. He has not resigned yet but my understanding is this is coming.

Rider was at Monday s meeting to brief the commissioners court on recent chaos in Ingram, where all eight employees at the Ingram Police Department â including the police chief â also resigned over the last two weeks. Some of the employees at the police department will be working until later this month and early next month, however. A new police chief was appointed last week, along with Rider as mayor.
The Ingram City Council appointed two women with law enforcement experience to two top positions even as rumors of anti-police-department bias helped spur a flurry of peace officer resignations at the city.
Kathy Rider, a former Ingram police officer, was appointed to the mayorship by a 4-0 vote. Carol Twiss, a recently retired sheriffâs office captain and former candidate for sheriff, was appointed as police chief by a vote of three in favor and one abstention by Councilmember John St. Clair.
Twiss, addressing the audience in the council chambers on Thursday, said she is honored to have been chosen and will ensure the city has adequate law enforcement coverage with the assistance of the sheriff s office and a constable s office until new officers are secured for all positions.
