“Following a successful pilot project of a direct observation model at the Elgin-Middlesex Detention Centre, the ministry is planning to begin construction to expand direct observation units at the facility later this year,” Andrew Morrison, spokesperson for the Ministry of the Solicitor General, said in a series of email exchanges in response to Free Press questions.
