Mr. Heath i do not know what the intention is. I am wary of anybody, including the authors of this memo, who are trying to make assessments about peoples motives. But it is interesting to me that there is a pretty clear Fourth Amendment standard. There are hundreds of fairly recent cases on this about what kind of information the government has to put into a warrant application.
