The cost of building and leasing a new homeless services center could be more than twice the amount estimated by Portland officials four years ago.
Estimates received by developers interested in building a 200-bed homeless services center and leasing it back to the city estimate the project could cost nearly $20 million, which could require an annual lease payment of about $1.5 million. That’s more than double the $8 million cost estimate in 2017, when the city estimated an annual lease payment of roughly $400,000.

Boulos Awards honors Britten, Stallkamp
PORTLAND, Maine The Boulos Company congratulates Chelsea Britten and Christian Stallkamp for winning the Most Valuable Boulian Award and Broker of the Year, respectively.
Britten joined The Boulos Company as an executive assistant in 2019 after working at Boulos Asset Management as an assistant asset manager for three years.
“Is there anything she can’t do?” said Managing Director Drew Sigfridson. “I haven’t found her limits yet, and she always has a positive attitude.”
Stallkamp is a senior broker in the New Hampshire office and has been with the company since 2012.
“Christian has worked extremely hard over the years, and that was evident this past year,” said Kent White, principal broker in New Hampshire. “Not only did he excel in the office during a pandemic, he has raised the bar for dads as the father of three young girls. Christian is truly one of the good guys.”
