what it means. what we mean is we want to provide the tools and resources to the private sector to protect their systems. so if we can anticipate or we are aware of a given threat and as you know, we have gone to great lengths this year to work with the intel community to also include otherwise classified information with respect to malware, botnets, other types of infections, we want to give that to the private sector so they can proactively defend themselves before they are, in fact, attacked. do you believe current law imposes any unnecessary constraints on the private sector s ability to deploy active defense? i would say that i would be happy to work with your staff. it is rather complicated as you know. there are some limitations with respect to liability, other questions with respect to insurance. and we do need to continue to work with the private sector to understand if there is any barriers that would prevent them from taking measures to protect themselves and the america
