nadia bilchik, our editorial producer, is here with me. this had us scratching our heads. this is going forward, it is happening. proposal. in essence what officials in zurich are saying. we have a problem. i tell you why the problems are so much worse over the last 18 months. and what s happening is they say it s happening anyway. and it s a particular street in zurich and the people on the streets are complaining and saying we are seeing too much. so they are saying this is a proposal to fence it in so you won t see what s going on. it s not saying that they are encouraging this. over the last 18 months what has happened in zurich is something called an agreement signed in 1985. but in 2008, the swiss authority signed it. and what it means is it creates a borderless zone. so all of a sudden you ve got people come in from hungary, romania, bulgaria, all over europe to switzerland. europe, the economy is bad.
