patrick i m surprised in the minutes that you are about to adopt that you didn t note that it is customary in court orders to include motions that are sustained and motions that are denied by the court and to that except i think david wagner was absolutely correct ten minutes ago when he recommended to you that the summary report that you are giving to the board of supervisors should specifically state what you denied in finding regarding the mayor s charges. and to that extent, your previous minutes should have alerted the public that you were going to get to the point that you weren t going to include in the recommendation going to the board of supervisors what you threw out because most courts will tell you what they sustained and what they denied. you should have told us about that in your earlier meetings. it s the kind of unethical behavior that san franciscans have grown accustomed to seeing from this ethical body. three minute intervals, how great. still paula c

comparisons failed to fully reflect the voter turnout. for over vote rates, the so- called multi candidate rate is calculated in a way that is not camp broke comparable. those contests have high rates of under the votes, which are being used to inflate the denominator and reduce the rate reported. a comparable calculation would double the rate and should be included in the report as an alternative to what is there already. finally, the report provides a brief discussion of exhausted ballots. but only for ranked-choice voting. they should be done also for exhaustive votes if the topic is included in the report. giving information only about ranked-choice voting reinforces the misconception that is unique to ranked-choice voting. a fair comparison with the alternatives would show ranked- choice voting does quite well in this regard. i would encourage you to either provide a fairer comparison or to take that topic out of the report altogether. thank you very much supervisor ca
for example, the section refers to a fountain in civic center that no longer exists, and it places a designated public assembly area for dolores park in the middle of the tennis courts, or what are now the tennis courts. this ordinance would delete these outdated provisions, and allow the city and rec and park to appropriately tailor any necessary time, place and manner restrictions on public assemblies in our parks on a case-by-case basis in accordance can the california and united states constitution. section 7.15 also allow the city and rec and park to protect permitted events in parks from unreasonable interference, if needed. so this section is not only outdated but frankly is super influences given the department already has the tools it need to ensure free speech is allowed while avoiding interference with permitted events. so i ask for your support. chair mar: thank you. and i know we have alex randolph from the rec and park department here as well. but should we
