a good saturday morning to you, top of the hour. i m craig melvin. this is msnbc s continuing coverage of the developing situation in boston. we will go live to boston in just a moment. but if you are just joining us, here are the very latest developments at this hour. the second suspect in the deadly boston marathon bombings, 19-year-old dzhokhar tsarnaev, was captured late last night. he remains in a boston area hospital. he was last listed in serious condition. he s under armed guard at that hospital, we re told, after a massive manhunt that virtually shut down the greater boston area, the teenager was found wounded, hiding in a boat being stored in the backyard of this house in watertown, massachusetts. news of his arrest, as you might imagine, a huge relief for that community that had endured five terrifying days. many folks took to the streets in celebration. massachusetts governor deval patrick and authorities praised police efforts and the

could put people to work. but critics say federal spending infrastructure has a minimal affect on job creation. i think if the federal government could create jobs we wouldn t see this new jobs report coming out. with congressional approval needed for any boost in instructure spending, it s a debate that s unlikely to go away. athena jones, cnn, washington. top of the hour, 4:00 on the east coast, you re in the cnn newsroom, hi, everybody, thank you for joining us. i m alena cho, fredericka whitfield as the day off. take a look at these pictures one week after hurricane irene slammed the east coast, it s now the gulf coast s turn. lee is lashing the coast of louisiana and mississippi. power is out to thousands in both states, louisiana s jefferson parish ordered a mandatory evacuation and while we watch lee, we are still keeping a close eye on what s happening with hurricane katia. nearly 700 vermont homes and businesses were still without power as of this morning.

there the distant dream it s not supposed to be there tuck e next to that dtugboat, it was brought there because it was drifting in the harbor. another sail boat there is being towed in because it has become loose from its moorings. about a half dozen boats have become loose, and the last thing you want in a harbor is a little boat like that to be bounced around like a pinball machine. beyond that, off in the distance, you can see hundreds of boats bobbing in the surf. there are a lot of white caps out there, too. about a half mile in the other direction there, is the barrier that is keeping this harbor protected, but the storm is still intense enough so there are a lot of white caps out there in what is supposed to be and what is a protected harbor this operation here now, this boat being towed in to safety

a boat being knocked off of a pier, in hawaii a lot of pier damage. it s going to pull through much of the pacific basin. that is exactly how this works. you ll notice this will continue to progress all the way down and eventually maybe even towards chile we can see water rises as the big bathtub sloshess across the pacific ocean. jon: you re on the surface of the ocean you don t really notice it, it s not the gigantic wave that you see when it comes ashore. reporter: i was reading reports in hawaii it was an eerie thing as people were watching the horizon. a lot of the boats go out to sea so that they aren t right on the coastline when the wave comes in. they were seeing reports of dots of lights all out across the horizon of boats that had gone out so they could avoid that rapid crush of water that comes right against the coastline. jon: rick thank you. we have viewers all around the world who are being affected by this. if you are in one of those areas

can they rebuild here? and just to add a little insult to injury, nobody can afford this kind of devastation, but this is one of the poorest communities in the united states. it really is a mess for them in north carolina. kerry sanders reporting for us. thanks. want to get you back from north carolina to maryland now where we ve been watching this water rescue taking place on the potomac after a woman was swept up in the waters, the fast racing waters there. she was clinging to a tree. now we can see she s been safely put into that rescue boat, those three rescue members have been able to get to her. they re montgomery county rescue crew. as we saw moments ago, she was clinging to a tree for dear life and now she s safely on board that boat being whisked away to safety. this after some fast moving waters have come through and you can tell by the degree of how they re trying to move upstream to get her to safety, but she was holding on and did so just long enough for these rescue c
