A member of the Hillsborough County Sheriff Swat Team shot and killed 22yearold lavonia riggins last tuesday while executing a deputies say riggins reached for his waistband. North Las Vegas Police say the 25yearold was in an room shortly after his arrest on friday. They say he turned the handcuffs until he broke free while a detective was out of the room.
