juveniles, young men mostly throwing what looked like it could be rocks or bottles. that s what the reports are from the ground level. we saw that very clearly. there is a clash. but here s where the disconnect is. this service today, this church service was about freddie gray. right. reporter: about finding justice. about changing the baltimore police department. and billy murphy the family attorney said that we as a community need to tear down that blue wall of justice, that blue wall of silence. but he said it needs to be done through the system it needs to be done peacefully. and the family is giving the city police department and the city time to work through this investigation. that s something the people on the street are not responding to. calling them protesters calling them demonstrators would probably be fairly generous to this point. these are young people who are
in that right now. that would be a terrible thing to do at this point in time. and so we ve advised the police not to do that and we ve advised the mayor that it s too early to do that. this is serious business. and everybody has to act very carefully to get at the truth. we have no confidence that the police can investigate their own. we have no confidence that the police can do this free of conflicts of interest with existing police culture and the blue wall of silence. and this is a part of an historical pattern, dating all the way back to slavery, when all a white officer had to do was tell a good lie and it didn t matter whether the black suspect told the truth, it would get whitewashed. and that s a 250, 350-year tradition in america. you don t expect to see that change now. on the other hand if we implement police cameras and we do it right and we make it
i had to deal with incidents when not working when they were getting backed up on the street someone placing a dead rat on my car. crystal filed a lawsuit claiming officers tried to cover up the assault of the suspect and top brass failed to protect him for breaking the so-called blue wall of silence. police would not comment on the case citing pending litigation. right now we live in a day and age where people don t trust the police. it s unfortunate and it s horrible. i think it s important that from top to bottom we instill integrity back into the police department. reporter: like many cities across the country, the relationship between baltimore and the community it serves has been severely strained. right now there s a lot of mistrust with some of the communities and the police department. they feel like it s us against them or them against us. reporter: according to the baltimore sun, since 2011 the city of baltimore has paid more than $5.7 million for 102 cases
wrong and keeps saying there s so many good cops out there. we have the start hearing from them and start seeing the fruit of that because until that starts to happen, the culture doesn t happen. we always focus on the idea of there s a no snitching culture in the communities and if that was one of the most disturbing parts of the ferguson report was there were so many people really reticent about coming forward because their narrative did not line up with the community consensus. this is the same thing. it s just a glove turned inside out. if you are not willing to step up and also snitch, then why are you then saying that this is a bad thing with the community but you won t do it yourself? because you re setting a poor example yourselves. i even hate that term snitching because that s just a term. it s the truth. it s being honorable, it s being humane. what about the blue wall of silence? the blue wall of silence is
