京津冀蓝皮书2021发布 推动产业链与创新链深度融合-千龙网·中国首都网

本年度京津冀蓝皮书紧扣“十四五”规划提出的“产业链与创新链融合发展”这一主题，构建了基于比较优势和关联基础的产业链与创新链融合发展分析模型，对融合模式进行理论分析，从体制机制创新、关键环节再造、重点领域发力、空间节点支撑等方面提出了京津冀产业链与创新链深度融合的实现路径与关键举措。 蓝皮书分析指出，三地跨区域产业活动和创新联系更为活跃，北京外溢效应明显，天津和河北积极承接北京部分产业的疏解转移，三地间逐渐形成产业分工。但由于北京制造业的疏解和津冀承接缺乏有效衔接，对津冀地区的辐射带动仍相对有限。北京企业对外投资主要集中在长三角和广东地区，北京的创新仍然没有很好地在津冀转化，未来仍有较大的提升空间。 对此，蓝皮书提出对策建议：优化天津与河北的产业结构，形成京津�
