BLOOMSBURG With graduation rates slipping and teacher resignations at an all-time high, Bloomsburg Area Schools’ faculty union leader sounded the alarm, saying the district has created a toxic work environment that’s led to an alarming exodus of employees. The union’s complaints are “concerning,” School Board President Josh Klingerman acknowledged Tuesday. But Klingerman
